Local Government The City of Swartz Creek campus, which includes City Hall, the Police/Fire Departments, the Senior Center and the Perkins Library, is Located just a short distance west of Flint and immediately South of I-69. Established as a City in 1959, the City now has a population of about 5,750 residents and boasts a peaceful small town atmosphere. The City of Swartz Creek is a full service community providing full time police coverage, fire protection, water and waste services and road maintenance services. The City also administers local assessing, planning & development, election and parks & recreation services. These services are administered by a staff of professionals under the direction of the City Manager, Adam Zettel, who is responsible for the day to day operations of the city. The City Manager works closely with the elected City Council to develop and implement policy for the city.
